Councilman Montoya served in the United States Air Force from 1962 to 1983 and retired with the rank of Senior Master Sergeant.  He also completed 20 years of Texas State employment from June 1983 to January 2004 at the Texas Rehabilitation and the Texas Youth Commission.  Mr. Montoya graduated from Western New England University in May 1983 with a bachelor's degree in Business Administration.

Prior to being elected to the Buda City Council in November 2012, Mr. Montoya served on the Buda Planning and Zoning Commission.  He also served on the Buda Zoning Board of Adjustments, the City Charter Review Committee, and several other advisory committees.  Mr. Montoya also served on the Travis County Property Appraisal Review Board from January 2006 to November 2007.  He is a long standing member of Tejanos in Action, a DOD sanctioned veteran's service organization where he twice served as commander of the unit. 

Councilman Montoya has been a member of the Austin Greater Southwest Optimist Club since June 2008 and has twice served as Club President.  He also served as Lt. Governor for Zone 5 which consists of 6 clubs ranging from Canyon Lake, San Marcos, Manchaca, and Austin.  He served as Governor-Elect of the Optimist International South Texas District for 2012-2013.  The South Texas District consists of over 72 autonomous clubs with nearly 1800 members.  Councilman Montoya became District Governor on October 1, 2013. 

He has been married to Irma Lydia Moreno Montoya for 43 years and they have 3 grown children and 7 grandchildren.  They reside in the Whispering Hollow subdivision since November 2007.
