The Purchasing Division is responsible for providing assistance to City departments in securing goods and services in the most economical, efficient, and timely manner possible. We handle purchases in a manner ensuring competition between potential vendors and contractors in accordance with local, state and federal laws and regulations, sound internal controls and professional purchasing.
The Purchasing Division advertises all Invitations For Bid and Requests For Proposals in The Hays Free Press. Any advertisement will be at least two weeks in advance of the bid or proposal opening date. A formal bid or proposal is a written solicitation exceeding $50,000 for goods or services.

IFB 19-007 Buda WWTP Phase III Expansion

Sealed Bids, pursuant to Local Government Code Chapter 252, will be received for the Wastewater Treatment Plant Phase III Expansion construction project by the City of Buda – Finance Department, 405 E. Loop St. Bldg. 100, Buda, Texas until 2:00 PM local time on February 5th, 2019. Immediately thereafter, the bid proposals will be publicly opened and read aloud in the Council Chambers at Buda City Hall located at 405 E. Loop St. The project generally includes but is not limited to construction of improvements to expand the existing wastewater treatment plant including headworks screening and grit removal facility; odor control system; influent lift station; influent splitter box; aeration basins; a clarifier splitter box; final clarifiers; return sludge pump station; scum pump station; chlorine contact basins; effluent filters; effluent pump station; chemical feed facilities; standby emergency generators; retaining wall, stormwater pond, drainage and site civil improvements, influent gravity sewer, and all other facilities and improvements as indicated on the PLANS and in the Specifications.

An electronic archival copy of the bidder's full bid submittal in PDF format will be required no later than two (2) business days after the bid submittal deadline. 

The deadline to submit questions is 5:00 pm on Tuesday January 29, 2019
The deadline for submission of proposals is 2:00 pm on Tuesday February 5, 2019.

A pre-bid conference will be held at 2:00 p.m. local time on Janurary 8th, 2019, in the Buda City Hall, Multi-Purpose Room 1034, 405 E. Loop St., Bldg. 100.  Attendance at the pre-bid conference is mandatory.

The City of Buda reserves the right to negotiate with any and all persons or firms submitting proposals, per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards.
