HIGGINBOTHAM PROPERTY FOR THE GARLIC CREEK FORCE MAIN PROJECT AND TO SEEK THE ADVICE OF THE CITY ATTORNEY ON LEGAL ISSUES RELATED TO SAID LAND ACQUISITION, INCLUDING CONSIDERATION OF THE USE OF EMINENT DOMAIN TO CONDEMN PROPERTY.
